The pay and allowances of civilian employees of the Ministry of Defence — including Group A, B and C employees across defence establishments — are administered by the Controller of Defence Accounts (CDA) offices. The specific CDA office responsible depends on the establishment to which the employee belongs.
Army civilian employees are generally served by PCDA (Army) or the relevant command CDA. DRDO employees are served by CDA (R&D) Bengaluru. Navy and Air Force civilian employees are served by PCDA (Navy) Mumbai and CDA (AF) New Delhi respectively.
Employees appointed on or after 1 January 2004 are covered under the National Pension System (NPS). NPS accounts are maintained through NSDL and contributions are deducted monthly from pay.
Pay, DA, HRA, Transport Allowance and other admissible allowances are processed monthly. Queries regarding pay fixation or allowance eligibility should be routed through the establishment's administrative section to the CDA office.

Contact the establishment's accounts or administrative section. If unresolved, the matter should be taken up with the designated CDA office. Ensure bank account details on record are current and the salary bill has been submitted on time.
Pay fixation on promotion or fresh appointment is processed by the CDA office on receipt of the promotion or appointment order from the establishment. The process is initiated through the administrative section.
LPC is issued by the CDA office on transfer of an employee. The request is initiated by the establishment's administrative section well in advance of the transfer date.
Pay and service-related grievances may be raised through the establishment's grievance mechanism or escalated to the concerned CDA office.
