The Right to Information Act, 2005
The Right to Information Act, 2005 empowers every citizen of India to seek information from public authorities, promoting transparency and accountability in the working of the Government. Under this Act, citizens can request any information from a public authority which is required to reply within 30 days. The Act covers all constitutional authorities, including the Defence Accounts Department under the Ministry of Defence.
The objective of the RTI Act is to create an informed citizenry, contain corruption, and hold the Government and its instrumentalities accountable. Certain categories of information relating to national security, sovereignty, and strategic interests are exempt under Section 8 of the Act.
How to File an RTI Application
There are two methods to file an RTI application with the Defence Accounts Department.
Online (Recommended)
- Visit rtionline.gov.in
- Click on "Submit Request" and register/login
- Select "Ministry of Defence" as the Ministry
- Select the relevant public authority (e.g., CGDA, PCDA Pensions, etc.)
- Enter the details of the information sought
- Pay the fee of Rs 10 online
- Submit and note the registration number for tracking
No fee for BPL applicants. Attach BPL certificate.
By Post
- Write an application addressed to the CPIO of the relevant office
- Clearly state the information sought in specific terms
- Attach an IPO / Demand Draft of Rs 10 payable to the relevant accounts officer
- Send by post to the address of the CPIO (see table below)
- Retain proof of dispatch for your records
Fee: Rs 10 by Indian Postal Order (IPO) or Demand Draft (DD) in favour of the accounts officer of the concerned office. BPL applicants are exempt.

Each section at CGDA Headquarters has a designated CPIO to handle RTI requests.

Grievance Redressal
Grievances related to defence pensions and services may be addressed to the Director of Public Grievances at CGDA Headquarters. Grievances are tracked and time-bound responses are ensured.
Chief Vigilance Officer
The Chief Vigilance Officer (CVO) of the Defence Accounts Department oversees vigilance administration, preventive vigilance measures, and anti-corruption initiatives. Citizens may report corruption or malpractice through the following channels.

Frequently Asked Questions
How do I file an RTI application?
You can file an RTI application online at rtionline.gov.in by selecting "Ministry of Defence" and the relevant CGDA/PCDA office. Alternatively, send a written application with Rs 10 fee (IPO/DD) to the CPIO of the concerned office. BPL applicants are exempt from fees.
What is the time limit for responding to an RTI request?
The CPIO must respond within 30 days of receiving the application. In matters involving life or liberty, the response time is 48 hours. If the application is transferred to another public authority, the 30-day period begins from the date of transfer.
How do I file a first appeal if I am dissatisfied with the response?
You may file a first appeal with the designated First Appellate Authority (FAA) within 30 days of receiving the CPIO's response, or within 30 days of the expiry of the response period if no reply was received. See the FAA table above for details of appellate authorities.
How do I raise a public grievance?
Public grievances related to defence pensions and services may be addressed to the Director of Public Grievances at CGDA Headquarters or to the relevant PCDA/CDA office.
How do I report corruption or vigilance matters?
You may report vigilance matters to the Chief Vigilance Officer at CGDA Headquarters, or file a complaint with the Central Vigilance Commission. Anonymous complaints are generally not acted upon — provide your name and contact details for follow-up.
